The alliance governance meeting was the formal structure that had grown out of the framework — the quarterly gathering where representatives from the three bloodline families reviewed the operational performance of the alliance, raised cross-family matters requiring coordinated response, and addressed anything in the tier-one category that couldn't be handled through the working document channels. It was not a ceremonial meeting. It was a working one, with an agenda and a record and David Harlow in his capacity as formal recorder.
