I found out through Marcus, who found out through Margaret, who had been in Eleanor's trajectory when the elder Wolfe had decided that the security situation, the Cartwright hearing, and the Jade Sterling intelligence operation constituted adequate grounds for invoking her right as former Luna to call an accelerated pack ceremony.
"She can do that?" I said.
"She can cite security grounds and request an emergency timeline," Margaret said, with the expression of someone who has worked for this family long enough to not be surprised by anything Eleanor does. "The council has to approve it. She's already spoken to eleven of the fourteen members."
