Fourteen council members. Eleanor in the position of former Luna, which was the specific seat at the far right of the room that carried no voting authority and every other kind of weight. The pack's inner circle along the side walls — Marcus, Margaret, David Harlow, Patricia — present not as participants but as witnesses, which was the correct word for what they were here to do.
