The accelerated convening timeline changed four things simultaneously.
Mitch identified them in order, the way he identified everything — by the degree to which they constrained the available responses, starting with the most constrained.
First: the operating license counter-filing needed to happen before the convening, not at it. Original plan had allowed him to present the counter-argument directly. Accelerated plan required pre-filing, which required Reine's contact's deposition in writing, signed, authenticated, faster than Reine had negotiated.
